Woman accused of not seeking help for child who ingested bleach at campground, instead binding her with dog leash

BRUCETON MILLS, W.Va. (WDTV/Gray News) — A woman is accused of abusing an 8-year-old girl and not seeking medical treatment for the child after she ingested bleach at a West Virginia campground.

The girl remains in critical condition at a local hospital.

Court documents show that the 8-year-old girl appeared to have ingested bleach while at Big Bear Lake Camplands in Preston County.

Lisa Miller, 60, is accused of not seeking medical help when the girl began vomiting blood. Instead, Miller allegedly bound the child’s legs with a dog leash before placing her into her truck and driving back to their home in Pennsylvania.

Pennsylvania State Police said they intercepted Miller’s vehicle and found the girl unresponsive, having an active seizure and bound by multiple seat belts.

A witness at the campground told police he had been told the girl had ingested bleach before he saw her vomiting blood. He said he could smell the odor of bleach in her vomit, court documents said.

The witness also told police the girl was tied up with a purple dog leash on her legs and was covered in bruises.

When the witness told Miller to take the girl to the hospital, Miller replied that she was instead going to take her home and “lock her up,” court documents said.

The witness told police they would likely find blood from the girl in Miller’s truck, along with a cream in a purple tube used to cover bruises on the girl’s body, which he said were from Miller striking her.

The witness showed police videos and photos of the girl being restrained and unconscious in the backseat of Miller’s truck, court documents said.

Police said Miller failed to stop at two hospitals along her route of travel prior to them intercepting her vehicle in Pennsylvania.

First responders performed CPR on the girl and took her to the hospital, where she remains in critical condition.

Miller is charged with recklessly endangering another person and endangering the welfare of children by a parent or guardian, according to West Virginia State Police.

She was denied bond because she is a “threat to the victim and other children in the home,” according to Pennsylvania court records. Her preliminary hearing is set for July 28.
