Help catch a a pretty slick guy who keeps slipping away from police. This is 26-year old Richard Allen Waters. He's a convicted sex offender here in Albany.
He's moved since he last registered with the sheriff's office in 2006 and he broke the law when he didn't register his new address. Everytime police get this close to arresting him, he takes off. Not only that, they know he even changed the license plate on his car to avoid being arrested.
There are eight warrants for him, everything from failure to register as a sex offender, to eluding police and obstruction of an officer.
He's 5'9", 210 pounds and his last address was 211 Cordele Rd. Lot 21, but he may now live in your neighborhood.
So if you recognize him, contact the Dougherty County Sheriff's Office.
