DOUGHERTY CO., GA (WALB) - While some are thriving since the storm, one survivor says nothing has changed since a tornado barreled through his neighborhood.
The storm damaged Michael Leyse's home on Azalea Boulevard in Dougherty County.
Since that day, he and his wife have not moved back in.
His home was built in 1948 and the property is considered a flood plain.
Leyse said this was his and his wife's retirement home, but now no one is helping him.
"We haven't made any progress. We're kind of stuck between a rock and a hard place; can't get a permit to build the house as it is because we're in the flood plain," Leyse said.
Leyse said they can't use flood insurance money to get it done or rebuilt.
He said if his insurance, FEMA, GEMA or other providers would provide the money he's insured for, they could build a new house.
