Educational reform is on the ballot for Election Day on November 8th, and it's one of many constitutional amendments Georgia voters will decide on.

It's called Amendment 1 and if passed, it would create the Opportunity School District.

The OSD would be a state run organization that would take control of chronically failing schools.

WALB's Ben Roberts went inside an Albany school that's on the failing list.
