The President will address an interfaith memorial service this afternoon, and the stunned city is also expected to hear from former President George W. Bush.
Last Thursday, a sniper opened fire at a protest march, killing the officers and wounding 11 other people.
Obama has described the attack as a "vicious, calculated and despicable attack" by a "demented" individual.
The officers had been guarding a peaceful protest against the police killings of black men in Louisiana and Minnesota last week. Obama's spokesman says the president hopes to offer Dallas "some measure of comfort."
The president will also meet with the victims' families and Dallas authorities who are mourning their own.
