COOK CO., GA (WALB) -

No charges will be filed in a Cook County train accident that claimed the life of 19-year-old Jacob Fisher.

State troopers say lights were flashing and bells were ringing when a Norfolk Southern train crossed an intersection in Cecil just before it hit Fisher.
They're not sure whether the engineer blew the train whistle.
Fisher was wearing headphones as he walked along the tracks and didn't hear the train.
