Traffic was stalled for a time Tuesday afternoon, when a 2006 Nissan Altima, driven by Judy Greene, 55, was struck by a driver who didn't stop at a red light.
Greene was going east on Third Avenue, with three children in the car.
2000 Chevy Tahoe, driven Lucretia Williams, 51, was headed South on Slappey. Williams ran the red-light, causing the collision.
Williams cited for Red Light Violation and Child Restraint Violation.
The occupants of both cars had only minor injuries.
