Authorities thwart non-custodial kidnapping

TIFTON, GA (WALB) - Last Friday, the Tifton Police Department responded to a kidnapping, after a 32 year old Tifton woman reported that her 2 year old child had been picked up by her biological father, Scott Mattos, the day before. 

She told officers that Mr. Mattos had no parental rights. He was supposed to take the child to the park but never returned. She said that Mr. Mattos was from California, and she was afraid he was taking the child without her permission. 

She said that every time she called Mr. Mattos he provided a deadline for when he would bring the child home, but continued to miss them. 

She was later told that he was at a hotel somewhere in Georgia but would not tell her where. The woman became very concerned when she learned that Mr. Mattos' mother was at the same hotel room.

Police attempted to contact Mr. Mattos and his mother but both individuals had shut off their phones and were not answering voicemails. 

A state wide look out was issued for Scott Mattos and his vehicle. With assistance from the Valdosta Police Department and the Georgia Bureau of Investigation, the child was located unharmed.

Mattos and his mother Carla Hubbard were placed under arrest for kidnapping (Family Violence) and are currently booked in the Tift County Jail.

Through cooperative efforts of Tifton PD personnel, GBI, and Valdosta PD, officers were able to prevent this child from being taken from Georgia and her home.
