The Dawson city council voted against a plan to build apartments for low-income families on Georgia Street.
Currently, it's zoned for single-family homes and nearby home owners opposed it. Developer Joyce Barr says the less fortunate are being denied.
"That's what happens in these towns," Barr said. "When they feel that apartment communities that cater to low wealth, low income, they going to bring their neighborhoods down."
The council upheld the Zoning Board's recommendation to deny the rezoning request.
