ALBANY, GA (WALB) -

A Dougherty County grand jury did not return a true bill against Warren Favors, a school system police officer who broke the arm of a student.

District Attorney Greg Edwards said that since the jurors declined to indict Favors, he will not face charges in the incident.

The school board fired Favors in March. Dougherty County School Superintendent David Mosely said the student at the alternative school provoked Favors.

"If he retains his certification, as far as I'm concerned, he's welcome to come to work for us," Mosely said Thursday.

But Mosely said the officer acted inappropriately when he grabbed the teenager and yanked him up off the floor.

The incident was caught on surveillance camera.
