ALBANY, GA (WALB) -

A difference of 21 votes in the Ward II Albany City Commission race is headed for a runoff.

Commissioner Ivey Hines finished in front of Bobby Ray Coleman 295 to 274.  But with a third candidate, Demetrius Love, in the race, it wasn't enough for a victory Tuesday night.

The top two candidates told us they worked hard on their campaigns and voiced disappointment with the turnout.  Supporters on both sides were out near precincts all day advocating for their candidates.

Hines said, with three candidates running in Ward II, he was prepared for a runoff.

"I'm hoping that when the final vote comes in that there will be a decision.  However I'll just go back and reiterate the record that I have, trusting that the voter will come out and make the right choice," said Commissioner Ivey Hines.

"Anytime you are in a dog fight with an incumbent, a man that has a record and this is your first time running, then you must have a message that people is hearing.  It's obvious that some people think there needs to be a change," said Bobby Coleman, Ward II Candidate

Commissioner Hines said he doesn't plan to change his strategy and will continue to run on his record in office.

Coleman said he plans to hit the streets campaigning Wednesday morning.

The Dougherty County Voter Registration office will certify the results on Friday.  Runoff election day will be December third.
