ALBANY, GA (WALB) -

In just a week, uninsured Americans will have the opportunity to enroll in private health care plans under Obama's Affordable Healthcare Act. 

Tuesday, people had a chance to hear from Dr. Pamela Roshell, with the U.S. Department of Health and Human Services. She gave a presentation about the Affordable Healthcare Act at the Phoebe Northwest Conference Center. She says open enrollment starts October 1st and will last for six months.

The new plans will cover several health services including prescription drugs, laboratory services, maternity, and mental health. People will also have the option to choose the amount of coverage they want, ranging from 60 to 90 percent.

"Individuals who apply through the marketplace will actually have an insurance card and so they can go and get services at their current doctor, at Phoebe, at health clinics, so they can go anywhere that they would like to use their health insurance card," Roshell said.

People who have questions prior to October 1st can call a toll free number. That number is 1-800-318-2596. You can visit also visit www.healthcare.gov.

People can also make an appointment with a representative. Roshell says if you miss the enrollment period, which is for six months, you will have another chance to enroll, but in the meantime could be subject to the penalty or tax.

She says the only "health behavior" that consumers will be rated on is smoking. The penalty, or fee, or tax starts when you file your 2014 federal tax return in 2015.

Right now there are 26,000 uninsured residents in Dougherty County.
