BROOKHAVEN, Ga. (AP) - Voters in Georgia's newest city of Brookhaven will return to the polls just before it starts self-government.

Brookhaven voters will select Tuesday a mayor and candidates for 3 of 4 council seats. The Atlanta Journal-Constitution reports that only one councilman, Jim Eyre, won more than 50% of the vote in a previous election, allowing him to avoid competing in Tuesday's runoff.

Since it lacks many of its elected officials, Brookhaven has so far has been steered by a five-member state panel.

The panel is expected to make recommendations on issues such as the location for city hall and suggest private firms to provide most municipal services. The council will then vote on any contracts.
