Commissioners voted 4 to 3 on a new site study for a multimodal transportation hub.
They'll take $150,000 from this year's budget and $125,000 next year to pay for the study.
One site they could study is the former Heritage House Hotel property.
City leaders say if they didn't vote for this study, they could lose federal money for the project.
"In order for us to maintain access to $4 million in federal funds we have to do this study and it has to be paid for by local funds. We hope to get it done cheaper than the budget estimate, but once we have done that we'll be in a great position to make a decision," said Albany Assistant Manager Wes Smith.
Leaders haven't ruled out the current bus station, but the city now rents it from a private owner and it doesn't meet some federal guidelines.
The site survey should get underway around the first of the year.
