Woody Kerce is at a good spot near the intersection of Slappey and Palmyra where he spends his days in the summer running a fruit stand.
But a while back his business was being hindered by vagrants.
"They used to congregate in a little area over here," he said.
A trail not far from the market has served as a camp out for vagrants. Empty beer and liquor bottles, even a pillow remain littered on the ground.
"They would go over there and get drunk and stagger around here and I started calling the police on them. They decided to clean them out and they decided they didn't want be here no more so they moved to another area," Kerce said.
Just up the street near the Liberty Expressway and Slappey police arrested Timothy Slappy and William Porter on separate dates.
They're charged with pedestrian soliciting rides or business. Police say the two had been warned numerous times about panhandling and soliciting from drivers.
We caught up with a panhandler Tuesday wearing a sign on his head. He told me he wanted to go jail because it was cooler in there than being in the heat.
When asked about the police crackdown, Kerce said, "They've done me a gracious favor. I had them sleeping here at night, too. It seems like the business has picked up since they left," he said.
The city does not have a panhandlers ordinance. Anything close to this punishable by arrest fall under the pedestrian soliciting category. And that doesn't just apply to the homeless.
Last year, police arrested a panhandler because he was dangerously darting in and out traffic to get money.
Police warn ball teams and other organizations seeking donations on the side of the road to be careful.
