Leesburg makes sweeping changes after audit

The city of Leesburg makes sweeping changes in how they handle their finances after an audit found significant deficiencies.

Auditors found the city didn't have adequate policies or procedures to dealing with expenditures and purchases.

They found purchase orders weren't complete, vendors names were missing, and public works purchased a $13,000 truck without the city council's approval. Since the end of the year audit, they've made some changes.

"The same person opening up the mail was the same person writing the checks, was the same person making the deposits so there needed to be some segregation of duties in there so we're just spreading it out letting some more people take on some more responsibilities," said Jim Quinn, Leesburg Mayor.

Now, the police department's clerk is opening mail and helping to handle checks. The city also now requires a second person to sign checks for large purchases, and city employees must now take a full week of vacation, so any potential clerical errors may be recognized.
