Albany authorities arrested Rico Jones for the December death of 3-year-old Camyria Arnold.
Jones was charged last year with reckless conduct stemming from smoking marijuana with the child in the room.
Investigators told us back then they believed the little girl drowned. They also found marijuana in her system and bruises on her body.
He claimed he put the girl in a cold shower in an apartment on Swift Street because she was acting sluggish.
