Elections Supervisor Carolyn Hatcher got a standing ovation from Dougherty County commissioners Monday morning for serving the county since 1978.
She was the first woman to hold that title and the first woman to serve as a department head. In her 30 year tenure, Hatcher supervised 72 elections and saw the voting process go from paper ballots to punch cards to touch screens.
