Albany -- Albany's city manager, Alfred Lott, is defending the diversity in his hiring choices for top managers in city jobs.

Only five of the top sixteen managers are black, but Lott defended his hiring and promotion practices based on qualifications of the applicants.

"I realize that is my duty to do all I can so that my workforce will reflect the society that I live in as best as I can. However, I owe it to the citizens of this town to hire competent people who can get the job done," said Lott.

Lott says the diversity in Albany City managers pretty much matched national demographics.
