Albany--Police arrested 19-year-old Lawrence Stephens at his home on East Residence Avenue late Wednesday afternoon.

A short time later, 22-year-old Tavarius West surrendered to authorities.

Both are charged with gunning down 21-year-old Demetrius Vicks Monday evening.

He was shot in the chest in a vacant lot across the street from his house on Mulberry Avenue.

His brother Travis Vicks was shot in the leg but is okay now.

The victims' relatives are glad the suspects are in jail. But say they're still outraged over Vick's death.

"They need to rot in hell. All of them need to go to hell in gasoline. And if they can't, they'll have help," says the victim's aunt, Tammy Vicks.

"I want them to get life. You know why I want them to get life? Because that was my baby, my only child. He don't bother nobody," says the victim's mother, Teresa Vicks.

Family members say Demetrius died after trying to protect several girls, including his sister, from a group of men attacking them.
