APD wants its shell casings

April 19, 2007

Albany --  An Albany Police officer is the subject of an internal affairs investigation. Investigators want to know what happened to hundreds of spent shell casings at the firing range.

The city manager's office confirms that Lt. Lucious Harris is one of the targets of the investigation. The probe will determine whether Harris and possibly other officers profited from the sale of the spent casings, instead of turning them in.

Range instructors from the Sheriff's Office tell us that typically each law enforcement agency using the range is in charge of picking up their own shell casings; and they are typically returned to their bullet manufacturer in exchange for a discount on new ammunition.

While he city acknowledged the internal investigation, Albany Police spokespersons would not tell us exactly what the APD policy is on spent shells.

Any possible disciplinary action would come at the investigation is concluded next week.
