Albany - The city of Albany's finance director has been suspended, and faces termination. The City Manager says employees claim Shirley Smith was abusive.

Lott says an independent consultant evaluated the finance department, including management effectiveness, workforce climate and morale. He says during that review, employees complained about Smith, and he placed her on administrative leave. Larry Johnson has been appointed Interim Director.  

Lott says the claims against Smith were that she was, "Creating a hostile workplace, employee abuse, and other various violations of city personnel policy."

In a letter to Lott, Smith says she was given an ultimatum to retire, resign or be fired. Lott would not comment on the letter.
