Albany - Struggling Albany youth baseball leagues get help paying for umpires. Dougherty County commissioners voted to give the county's five leagues $5,000 each. Many of the leagues are strapped for cash, and most kids can't afford registration fees or uniforms. The money must be used to pay umpires.
