Albany - United Healthcare was fined $2.4 million by the Insurance Commissioner's office and is currently in negotiations, but wants United to change the way it does business.
He says, "Major concern that United now has a contract with the state for State employees, University system employees, and school teachers and that they have a bad track record."
The case has been temporarily suspended to see if the commissioner and United can settle the case without going to court.
