Albany - Supporters say it will help fight terrorism, but opponents say the bill violates privacy and will force undocumented citizens to drive without licenses or insurance.

Ralph Scoccimaro says, "When John Doe from x-country comes here and he's not able to secure a lawful driver's license, he's not going to able to secure insurance and if he gets into an accident, he's going to hurt your family, he's going to hurt my family, and there's not going to be any insurance to pay for it."

The bill now goes to the US Senate. If it passes, states would have three years to comply with the new rules.
