Police even found a heating and air conditioning unit dumped on the site.

"Obviously it's very unattractive looking. It's a health hazard, but this particular item that they've dumped which could have been recycled is also full of freon which is a hazardous material," says Judy Bowles of Keep Albany-Dougherty Beautiful.

Joe Fallin of Albany will be charged with unlawful dumping and will face a judge in municipal court for improperly disposing of the heating and air conditioning unit.

Investigators say they will continue to crack down on others who illegally throw trash on the land.
