Albany - Albany night clubs owners must now buy a license if they allow customers to bring in their own alcohol. Tuesday night, city commissioners decided not to prohibit brown bagging, but rather to mandate clubs buy a $1,000 brown bagging license.

"I'm very much dissatisfied because I don't feel that it is fair," said Ness's Lounge owner Mary Polite.

"I still think it's going to be hard to regulate," said City Attorney C. Nathan Davis. "The Chief is going to have his hands full making sure everyone complies with these regulations."

The club owners must also buy a consumption license for $700, like other bars.
