Child pornography ring busted

December 16, 2003

Cook County-- During a burglary investigation, police found a videotape of 30-year-old Monty Lee Rugg having sex with 10 and 12 year old girls and an 11-year-old boy.

He's now in jail in Adel, charged with child molestation and sexual exploitation of children. Nineteen-year-old Richard White is also in jail for having sex with the 12-year-old girl.

Police also arrested Rugg's girlfriend, 39-year-old Dawn Clark, and the children's mother and step-father, Chet and Nancy Strayer.

"Child molestation is most often done by step-parents or a relative," said Cook Sheriff's Capt. Colin Millison. "But this is really unusual because the perpetrator is of no relation to these kids, yet they were spending every weekend with him and he was taping them doing sexual acts. And we believe the parents knew about it."

The Strayers, who were charged with hindering apprehension of a criminal, have bonded out of jail.
