October 31, 2003 Albany- Instead of hitting neighborhood homes, some trick-or-treaters went candy shopping with downtown businesses.
The Downtown Merchants held a Safe Street to Trick or Treat on the sidewalks of the central square.
For three hours, kids went from business to business collecting treats and filling their candy bags.
It's the first time the Merchants Association has sponsored a Halloween event.
