Albany - A Dougherty County Police officer was taking 17-year old Terrance Holliday to the police department from Phoebe Putney hospital without handcuffs. When the officer looked away, Holliday ran.

Chief Don Cheek says all prisoners should be wearing handcuffs when they are transported. He's working to make sure nothing like this happens again in the future.

"When a felony offender is being transported they are to be handcuffed," said Chief Cheek. "Unfortunately, there was a lapse in protocol. It was obviously not an intentional situation, but it's one that we are addressing internally."

Holliday was arrested yesterday, accused of kidnapping a woman at gunpoint and raping her then crashing a stolen car into a church. Now, he's also charged with escape.

Holliday was found this morning at his brother's home in Albany. The chief won't identify the officer involved or say what disciplinary action he may take against the officer.
