Albany - No beer will be flowing from the taps of an Albany bar at a troubled location. Dennis Stevenson wanted to open a night club where Topp's Corner Bar used to be on South Madison.

Tuesday night, city commissioners denied him an alcohol license. Commissioners shut down Topp's in January because of problems with crime at the club.

Last week, some neighbors asked commissioners to keep the new bar out of their neighborhood too. In a tie vote, commissioners refused to give Stevenson a license.
