The Albany Panthers were supposed to replace the South Georgia Wildcats, but owner Andre Wright is no longer affiliated with the Southern Indoor Football League.
That's the league the city agreed to bring to town, but White is now in a financial dispute with SIFL.
White wants to join another league, but the SIFL wants to stay in Albany and bring a new owner here.
"We have made it a point to stay out of the dispute in the conversations, I've heard both sides of the story and there appears to be some legitimacy on both sides, but we don't have a contract with SIFL so we've stayed out of Mr. White's business and deal with him professionally and openly," said Wes Smith, Assistant City Manager.
White and the league will make presentations to the city commission at the end of the month before a decision is made.
