ALBANY, GA (WALB) - A retired teacher says he wants to get an early start on his campaign for a seat on the Dougherty County school board.

Tuesday, Dean Phinazee announced he's running against Michael Windom in District 6.

The election isn't until next July. Phinazee worked as an educator for 35 years.

He says he wants to increase graduation rates, keep the public more informed and spend tax money wisely.

"We will not spend just to spend but we will have reasons we will be accountable for every tax dollar that we spend," said Phinazee.

Phinazee also ran against Windom in 2006.
