It happened around 5:40 a.m. Police tell us 53-year Isaac Watkins of Albany was headed west on Oglethorpe in a Cadillac when he struck Gulley, who was crossing the street.
Gulley was conscious when paramedics arrived but had visible injuries to his head he was transported to Phoebe Putney Memorial Hospital. No word on his condition.
No charges will be filed against Watkins. Gulley was not in a crosswalk.
