Suspected serial rapist arrested

The Georgia Bureau of Investigation and the Dougherty County District attorney's Office say they have arrested a man they believe to be a serial rapist.

Phillip Connor was arrested about noon in a raid of his south Street home and is in the Dougherty County jail.

Connor is being charged with kidnapping, false imprisonment, and impersonating a police officer. 

Authorities say Connor was posing as an officer and pulling over women in the Dougherty County area.
